Options for Cross-Charging

This document describes the options for Cross-charging Currencies in the Sexual Health Tariff Grouper Service.

The default cross charging arrangement is 'Full Cross-Charging' where charges are raised against the Responsible Commissioner under the usual cross-charging rules.

There are four Cross-charging options available:

  1. Full Cross-Charging (default). Responsible Commissioner is charged, (this falls back to the Host Commissioner if necessary, see terms below)
  2. Local Limited Cross-Charging. Where the Responsible Commissioner belongs to the Participating Commissioners of the Currency's Tariff Configuration then they will be charged, otherwise no charge will be raised.
  3. Local Unlimited Cross-Charging. Where the Responsible Commissioner belongs to the Participating Commissioners of the Currency's Tariff Configuration then they will be charged, otherwise the Local Authority of the Clinic recording the care will be charged.
  4. No Cross-Charging. The Host Commissioner (ie Local Authority of the Clinic recording the care) will be charged in all cases.

Each Currency must have one and only one of these options applied.
By default Option 1, Full Cross-Charging will be applied to a Currency unless we have been asked to apply a different option.

In the example below four patients attend 'My Clinic' located within 'My Local Authority District':

  • Patient A is resident within My Local Authority District.
  • Patient B declines to give their place of residence or is overseas or from a non-participating devolved administrative area.
  • Patient C is resident within a Local Authority District listed in the Tariff Configuration as a Participating Commissioner.
  • Patient D is resident within a Local Authority District not listed in the Tariff Configuration as a Participating Commissioner.

The Tariff Configuration handling the data submitted by 'My Clinic' has four different Currencies each marked with a different Corss-Charging method.

Cross Charging Example

In this example, the the following currencies would charge the activity associated with each patient as follows:
