Under the guidance of The Cities and Local Government Devolution Act 2016, the Grouper assumes that cross charging to Welsh Local Authorities is available but not to Local Authorities or the equivelant in Scotland, Northern Ireland, Isle of Man, Channel Isles or where the patient is resident Overseas.
In these cases and where the LSOA is Not Known, the Grouper will identify the Responsible Commissioner as the Local Authority in which the clinic is located that delivered the care. This is based on the address of the clinic in the My Clinics page of the Grouper, the default address for any new clinic is the location of the principle provider organisation. New clinic codes appear in the My Clinics page as soon as data containing the new code has been uploaded and validated - at this point providers should edit the clinic address before the data is submitted..
